Select Board · Meeting of October 15, 2026

Barnstable's Select Board heard a $340 million wastewater update and a Finney's Lane sewer groundbreaking announcement at its October 15 meeting. Town Manager Mark Ells reported FY2028 budget instructions have gone out to departments, with town-manager-approved fee hearings set for November 13 and a payment-in-lieu-of-taxes workshop held with town council. DPW Communications Manager Kelly Colopy said the town council has appropriated over $340 million toward the 30-year comprehensive wastewater management plan, now in year six of its first phase, with 228 properties connected so far.

Colopy said the Finney's Lane neighborhood sewer expansion, awarded to contractor Robert B. Our, breaks ground November 2 and will extend service to 550 parcels along 53 roads. She said a debt exclusion vote is expected in spring 2027 to fund the plan's next five years, noting "the discussions we'll be having leading up to the spring's vote is about how we fund this obligation, not whether the obligation exists." No formal votes were taken.
