Barnstable Town Manager Warns Reserve-Fund Budget Strategy Is No Longer Sustainable
BARNSTABLE — July 16, 2026 — Barnstable Town Manager warns reliance on reserve funds is unsustainable, signals override talks ahead. Mark Ells, in his biweekly video update covering June 24 through July 14, 2026, told residents and councillors that Barnstable faces a structural fiscal gap driven by Proposition 2 1/2 levy caps that prevent property tax revenue from keeping pace with rising operating and capital costs. Ells said he and Finance Director Milne will present Town Council with balancing measures including public service reductions, increased local fees, tax overrides, and debt exclusions, as well as potential new revenue streams such as a water infrastructure investment fund. Separately, DPW Communications Manager Kelly Colopy reported that sewer construction contracts for the Finney's Lane project, awarded to Robert B. Auer, and the Centerville Village South project, awarded to Sea Knot Incorporation, have both been executed, unlocking Clean Water State Revolving Fund financing; both projects are expected to break ground this fall. Colopy also noted the Cape and Islands remain at a Level 2 drought status after receiving just 32 to 50 percent of normal rainfall over the past three months, with mandatory Hyannis Water System conservation measures in effect.
