Director of Planning and Development Jim Kupfer, who presented the drafts from a June 29, 2026 memo, said the cost of a special permit can reach "a couple thousand dollars" once attorney and plan fees are included, making the placement of the by-right line a significant burden question for home-based businesses.

The definition of "commercial vehicle", currently tied to the state's 540 CMR standard, drew criticism as too broad, potentially capturing cleaning service operators driving commercial-plated sedans. Building Commissioner Brian Florence, whose Friday administrative review process impressed attending members, was invited to a tentatively scheduled August 13 meeting; members said his attendance was essential before any draft could be finalized. Kupfer also reported that the state budget has already lowered the zoning variance hardship standard from "substantial hardship" to "practical difficulty," a change in effect immediately and presenting an unresolved definition problem at the zoning board's next hearing.
