Barnstable Town Council's strategic planning session adjourned abruptly after losing quorum when a Zoom-connected member dropped off the call. The June 18 special meeting, called to finalize the town's two-year strategic plan for fiscal years 2027 and 2028 — drafted with help from the Collins Center and consultant David Colton — collapsed at roughly 6:54 p.m. after Councilor Deleuze, participating remotely, could not reconnect. Before the quorum failure, the council reached consensus on several language edits: adding "and enhance" to the mission statement, stripping the guiding principles section down to the oath of office alone, deleting a strategic plan diagram page described by Councilor Burdick as "performative," and replacing the finance goal with new language offered by Councilor Burdick reading "develop and maintain a sustainable financial framework that supports the town's operational and capital needs through responsible budgeting, long-term planning, cost efficiencies, preservation of reserves, and pursuit of appropriate revenue opportunities" — a formulation Councilor Keene called "I actually love that." No formal vote was taken on any portion of the plan, and no continuation date was set from the floor.

The council also observed a moment of silence for Councilor Felicia Penn, who died Monday; a formal tribute is scheduled for June 25.
