Barnstable panel sends $25-per-square-foot wetland fee to hearing

Barnstable conservation board debates sevenfold wetland fee hike, approves contested pond herbicide plan. The Barnstable Conservation Commission spent much of its September 8 hearing weighing an increase to the town's wetland mitigation in-lieu fee, from $3.50 to $25 per square foot, which attorney Lynn said would push a hypothetical 100-square-foot patio's fee from $1,050 to $7,500. No vote was taken; the change heads to a public hearing expected in mid-October.
Commissioner Rob DeMello said he based the $25 figure on 2022 landscaping-cost quotes adjusted for inflation. The board later split over Cove Lane Pond, approving a one-year, conditions-heavy herbicide permit 6-0 over objections from commissioners Bill Hearn and Pete, who said the application lacked required fish-and-wildlife data. "The problem that I have is that this application has provided no such" data, Hearn said, yet still voted yes under a compromise requiring pre- and post-treatment wildlife surveys.
The panel also approved, 4-1, a landscaping plan at 7 George Street without added buffer mitigation, Hearn again dissenting.
