Barnstable Conservation Commission Approves Hyannis Revetment, Continues Contested Lakefront Case

BARNSTABLE — March 8, 2022 — Barnstable Conservation Commission approved a stone revetment in Hyannis Harbor, a residential pool in Osterville, and an enforcement order in Centerville at its March 8 hearing, while continuing a disputed Waquoit Lake lakefront project to allow a site visit. The commission voted unanimously to approve a stone revetment for Ebb Tide LLC at 28 Bayshore Drive, Hyannis, replacing a 1986 timber bulkhead that had been lost to erosion at a rate of roughly one foot per year, with Agent Ed Hoops attaching special conditions including a pre-construction meeting, staked work limits, and a contractor construction protocol. An enforcement order against property owners Michael and Lauren Reddy of 83 Blantion Avenue, Centerville, for an unpermitted fence 26 feet from a herring run was approved unanimously after Lauren Reddy told commissioners she had been "absolutely horrified" by the violation notice and had already hired a restoration consultant before the order was formally issued. The evening's most contested application — Raymond Brooks's lakefront restoration at 82 Turnaround Lane, Santuit — was continued to March 15 after Member Bill Foster challenged the commission to stop approving sandy beaches within zero-to-50-foot wetland buffers, arguing that sand "does not provide the filter function" the buffer zone requires; Brooks offered to voluntarily remove a historic shuffleboard court of roughly 350 to 400 square feet and reduce boathouse clearing from 10 feet to eight feet, but Chairman Tom Lee said he needed to conduct a site visit before ruling on the tree removal and view corridor elements.
